For a start we need a revamp of the judicial system. Let the punishment fit the crime if there is no consequence for a crime there is no incentive to stop. We need parenting classes for parents with unruly children backed by and supported by social services. Parents should be held directly responsible for their childrens actions in and out of the home including school.. Neighbourhood watch schemes with youth clubs, youth centers, open farms/ allotments for young people to direct their energys to. MOST young people are influenced by a very few difficult individuals and in certain areas are longing for a social life youth discos, football teams etc. The ASBO does not work it's a badge of honour those are the kids that need a proper curfew that need to check into police stations and have regular contact with social services.... Make a life of crime difficult for the 1% who terrorise certain neighbourhoods. Not criminalise every kid in a hoodie....
There are lots of other options "Stop and search EVERYONE" is crises management, a knee jerk reaction to local government mismanagement.. The government have taken the responsibility of childcare away from the home for too long.. Let parents, parent...If they can't teach them..
