It all depends on what your looking for with your site (standard torrent list+tracker) community orinated list/tracker, full on intergrated forum. also what type of server access, server resources avlaible to you, extimated activany levels andyour personal skill/experence with web development (php) and c++ (a premade all in one softwere or one that you can custimize yourself)
